October 24: A 79-year-old woman drove her vehicle into a portion of the Royal Bank window at 2255 Oak Bay Ave in the middle of the afternoon. Oak Bay Police, Oak Bay Fire, and BCEHS all attended the scene. After investigating, police confirmed alcohol was not a factor and the cause of the accident is believed to be driver error. No one was injured. The vehicle was towed away due to front end damage. Another vehicle sustained very minor damage and was able to be driven away. This matter is still under investigation and a medical fitness review has been forwarded to the Superintendent of Motor Vehicle Branch. (File 2023-3242)
October 25: Just before 3am, an Oak Bay resident called from the 2000 block of Lansdowne Rd, advising a man entered her vehicle and was searching for items and then took off on a bicycle. Nothing was stolen and there was no damage to the vehicle. Area patrols by police for the male were negative. (File 2023-3248)
October 26: An Oak Bay resident attended the Oak Bay Police Department to report receiving a disturbing video of a man with his head covered, holding a rifle claiming to be part of the “Mafia”. The man was threatening he would go to the Ukraine and hurt people. A second text followed demanding the resident pay $2000 for everything to end peacefully. The resident also received a phone call asking him to respond to the text. The phone number had a prefix originating from the USA. The resident was directed to block the number and reported they did not receive any additional texts or phone calls of a similar nature. Unfortunately, similar disturbing extortions have been reported in the past in other parts of Canada. The OBPD reminds people to never answer any of these texts or phone calls and to check the Canadian Anti-Fraud Centre for further details on common frauds. (File 2023-3262)
October 29: An Oak Bay resident reported his wallet was stolen from his unlocked vehicle in the 2700 block of Dunlevy St on this date. The resident checked his banking and noted multiple fraudulent transactions in different locations in Victoria. This file is still under investigation to identify the person who committed these criminal offences. (File 2023-3288)
The Oak Bay Police Department Community and Youth Liaison Officer, Cst Mishrigi, made a presentation on Halloween Safety at St Michael’s University Junior School during a school wide assembly. Cst. Mishrigi also had the privilege of speaking to the class of preschoolers and was entertained by all their comments and questions.
This is a reminder that under Bylaw No. 4375 “A Bylaw to Regulate the Use of Fireworks”, these following general prohibitions apply. This is not a substantive list:
- No person shall possess or discharge firecrackers within the Municipality.
- No person shall possess or discharge fireworks within the Municipality unless authorized by a fireworks permit issued under this Bylaw.

Trick or Treat on the Avenue will be taking place, this Tuesday October 31st, between 2pm and 6pm. This event is organized by the Oak Bay Business Improvement Association. Shops from Foul Bay Rd to Monterey Ave will be handing out candy. The participating businesses will have a pumpkin poster in the window. Some other activities taking place during this event will be live music, a photo booth, and indoor games and activities for young children at the Fern Café at the Monterey Recreation Centre.
