Position Summary

The Inspector is a leadership role within the Oak Bay Police Department (OBPD), responsible for overseeing front-line policing operations, community policing initiatives, and complex investigations. This position plays a pivotal role in advancing OBPD’s commitment to community safety, operational excellence, and public trust. The Inspector will report directly to the Deputy Chief Constable and work closely with the Oak Bay Police Board.

Key Responsibilities

Operational Oversight

    • Lead and coordinate front-line patrol operations, ensuring effective deployment and response.
    • Oversee community policing strategies that align with OBPD’s community engagement goals.
    • Direct and support major crime investigations, ensuring inter-agency collaboration and investigative integrity.

Leadership & Human Resources

    • Supervise and mentor staff, fostering a respectful, inclusive, and high-performance culture.
    • Conduct performance evaluations, manage discipline proceedings, and support professional development.
    • Apply contemporary HR practices and ensure compliance with Police Act procedures and labour law frameworks.
    • Act in the role of Deputy Chief Constable or Chief Constable as required.

Professional Standards & Ethics

    • Serve as a key resource on Police Act matters, ensuring adherence to professional standards and ethical conduct.
    • Write and review Disciplinary Authority (DA) decisions as required.

Strategic Planning & Community Engagement

    • Contribute to the development and implementation of strategic initiatives aligned with the Oak Bay Police Strategic Plan.
    • Build and maintain partnerships with community stakeholders, including local government, social service agencies, and residents.
    • Represent OBPD in public forums, media engagements, and inter-agency committees.

Resource & Risk Management

    • Monitor and manage divisional budgets and operational resources.
    • Identify and mitigate risks related to public safety, organizational performance, and community relations.

Qualifications & Experience

  • Must hold or have held the rank of Sergeant or higher for a recognized Canadian police agency.
  • Extensive policing experience with progressive leadership responsibilities.
  • Demonstrated experience in front-line operations and community policing.
  • Demonstrated experience with major crime investigations and major case management (MCM).
  • Qualified in Command Triangle roles, including, Team Commander, Primary Investigator, and File Coordinator.
  • Experience in writing judicial authorizations and interviewing techniques.
  • Knowledge and experience in professional standards (PSS), including handling complaints and discipline matters.
  • Strong leadership, HR management, and change management capabilities.
  • Undergraduate degree in a related field or an equivalent combination of education and experience is desirable.
  • Completion of senior police leadership programs is an asset.

Work Demands

  • Available to attend crime scenes and/or provide investigative direction at all hours
  • Travel outside of jurisdiction for meetings and other work-related duties
