Re: Oak Bay Police File 2023-1335
On May 17, 2023, at approximately 8:00am, Mr. Steven Seekins, a municipal employee of the District of Oak Bay, was working in a construction zone and inspecting a manhole cover near Bowker Creek Park when the driver of a black SUV, heading north bound on Monterey Avenue, left the roadway and struck and killed 52-year-old Mr. Seekins.
The accident was investigated by the Oak Bay Police Department and the Saanich Police Department, and in January 2024, a Report to Crown Counsel was forwarded to the BC Prosecution Service (BCPS). After review of the Report and medical evidence, which indicated the elderly female driver had suffered a medical episode at the time of driving, the BCPS has confirmed that the charge assessment standard was not met in this case and no criminal charges will be laid. Mr. Seekins’ family have been notified of the decision.
Our thoughts are with Mr. Seekins’ wife, their two young children and extended family. They ask that their privacy be respected.
The Oak Bay Police Department will continue to focus on supporting the Seekins family, the District of Oak Bay Staff, First Responders, Police Officers, and community members who have been deeply impacted by this tragic event.
